Rule 3 – General Definitions
For the purpose of these Rules except where the context otherwise requires:a. The world “vessel” includes every description of watercraft including non-displacement craft, WIG craft and seaplanes used or capable of being used as a means of transportation on water.Meaning: All types of craft that float on water and are used as a means of transportation. Rule 2 – Responsibility
(a) Nothing in these Rules shall exonerate any vessel or the owner, master or crew thereof, from the consequences of any neglect to comply with these Rules or of the neglect of any precaution, which may be required by the ordinary practice of seamen, or by the special circumstances of the case.Meaning: There is no escaping the penalty of not following these rules. These Rules shall apply to all vessels upon the high seas and in all waters connected therewith navigable by seagoing vessels.Meaning: All ships big or small are to follow the rules as given in Colregs. Small yachts, fishing vessels, and other barges all - as long as they sail on the seas.
